WORKFORCE DEVELOPMENT

Since July 2006, when the state's first-ever tax incentive program for film and digital media became effective, Connecticut has become a prime production location. It is an exciting time to be part of Connecticut's growing film and digital media industry.  The tax credit program has turned our state into an attractive and convenient location for major film, television, and digital media productions. Since that time, over 150 production companies have filmed movies, commercials, television shows and documentaries and spent $500 million in state.

While the tax credit program has received a strong response from film and digital media producers, much work needs to be done toward the establishment of a resident professional workforce. A concentrated effort is needed to expand the production of local feature, commercial, corporate, and education film projects within the state. Whenever possible, Connecticut must encourage the integration of qualified local crew personnel into the feature film and episodic television workforce.

To ensure continued growth, the State is emphasizing workforce development in all aspects of the film and digital media industry. The Office for Workforce Competitiveness (OWC) is partnering with The Office of Film, Television & Digital Media (CT Film Office) to provide continuing workforce development opportunities. The Office for Workforce Competitiveness

The Office for Workforce Competitiveness (OWC) develops and coordinates the changes needed to prepare Connecticut's workforce for the rapidly changing and competitive economy of the 21st Century. OWC reports directly to the Governor and provides policy advice on workforce investment matters. Under Public Act 04-212, OWC is legislatively mandated to include policy and planning to advance Connecticut's competitiveness in the Knowledge Economy, including the advancement of skilled talent and innovation.

CT Film Office

The Office of Film, Television & Digital Media (CT Film Office) provides fast and responsive service to production companies filming throughout the state, providing coordination and location assistance with state agencies, cities and towns, schools and privately owned businesses and locations. The CT Film Office assists production companies looking to film in the state with operating procedures, permits and permissions, location scouting, crew accommodations, equipment, on-site support and other production-related activities.
